HB2017 would authorize any jurisdiction to establish a youth court program that uses juvenile volunteers as lawyers, jurors, and other court personnel, volunteer attorneys or judicial officers as judges, and conduct peer trials, and impose various sentences emphasizing restitution, rehabilitation, accountability, competency building, and education, but not incarceration. This legislation will effectively aid in the rehabilitation of juveniles, especially Black and Brown.
A program like this will allow a juvenile to learn about the legal system and leave a life lasting impact on them, which is why we support this significant legislation.
